**Eine Vertretungsvollmacht ist kein Kompetenz-Zuwachs über Nacht**

Wer ein Mandat gewinnt, erhält einen Auftrag. Er oder sie darf fortan im Parlament sprechen, abstimmen, Gesetze mitgestalten und, gemäß Artikel 38 des Grundgesetzes, allein dem eigenen Gewissen verpflichtet handeln. Was das Mandat hingegen nicht verleiht, ist ein Zuwachs an Urteilskraft, Sachverstand oder analytischer Tiefe. Zwischen der demokratischen Legitimation einer Person und ihrer intellektuellen Befähigung besteht kein Zusammenhang. Diese Trivialität gerät in der politischen Praxis regelmäßig in Vergessenheit, und zwar auf zwei einander scheinbar entgegengesetzten, in der Substanz aber verwandten Wegen.

Der eine aberwitzige Weg besteht darin, die Repräsentationsfunktion des Parlaments so weit zu dehnen, dass fachliche Eignung zur Nebensache wird. Der andere besteht darin, nach demokratischen Niederlagen der Bevölkerung ein Verständnisdefizit zu attestieren, anstatt die eigene politische Position ernsthaft zur Disposition zu stellen. Beide Haltungen, so gegensätzlich sie klingen, teilen eine gemeinsame Wurzel: die stillschweigende Annahme, das politische Personal verfüge über einen privilegierten Zugang zur richtigen Erkenntnis, den es der Bevölkerung lediglich noch vermitteln müsse.
